My file is .dfxp or .xml — is that the same thing?

Yes. DFXP was the old name for the same W3C specification, and plenty of tools simply write it out with an .xml extension. All three are accepted here, and the format is detected from the contents rather than the extension.

What gets dropped in the conversion?

Regions, styling and positioning — everything TTML expresses through its head section and style attributes, none of which SubRip has a field for. The cue text and its start and end times are what survive, which is all a player needs.

My cues use frame-based times and came out missing.

That is deliberate. Frame and tick offsets only mean something alongside the frame rate declared in the document, which this converter does not read, so those cues are skipped rather than given a plausible but wrong timeline. Re-export with clock times and they will come through.
