Convert Text to VTT
HTML5 video reads WebVTT and nothing else, so a script sitting in a text file is no use to a <track> element until it has cues and timings. This lays each line out as a cue with a fixed duration you choose and writes a valid .vtt — enough to get captions on screen, then sync from there.

Where do the timings come from?
They are generated, not taken from any audio: each line gets the duration you set, laid end to end from zero. Predictable on purpose — a rule you can hold in your head is easy to correct for, a clever guess is not.
Will the file be valid WebVTT?
Yes. It opens with the WEBVTT header and puts a dot before the milliseconds — the two details browsers reject a file over.
How do I get timings that match the video?
