Yes — both Brazilian and European Portuguese are recognised, and the source transcript follows standard written Portuguese. The English translation reads the same either way; heavy regional slang is where a quick proofread helps.

Do I get the Portuguese transcript too, or only English?

Your choice. "Transcribe to English" gives you English only, in one pass, on any plan. Choosing English as a translation target keeps the Portuguese transcript and adds the English translation alongside it, with identical timings — that second mode is on the Max plan.

Can I make bilingual subtitles?

Yes. Both the Portuguese and English come out timestamped, so export SRT or VTT for each and they line up on the same video. That is the usual reason to keep both rather than transcribing straight to English.
